2009年7月17日，国际世界语协会主席ProbalDasgupta的回信（英文）。

信件解密说明，

我收到国际世界语协会的回信后，我又给世界语协会发过几次信息，但是，都没有收到回复，这说明，国际世界语协会放弃了我的建议。我在2012年南下的路线的选择，经过西安，重庆，四川，贵州（途径贵州没有下车），云南，广西，广东，就是想与西安和四川的世界语者见面，了解一下国际世界语协会为什么放弃了我的建议，我也想了解一下中国的世界语圈子对我的态度。我了解到了两个情况，一，有人向国际世界语协会说了我的坏话，国际世界语协会放弃了我的建议。二，中国的世界语圈子对我的态度不是很好。从此之后，我不再联系国际世界语协会了。

对于国际世界语协会为什么放弃我的建议，虽然我经过多方打听，了解到了一些情况，但是，详细的情况不是十分清楚，我希望，通过解密这个信件，知情人士能够协助国际语言组织调查清楚全部情况，对历史负责，让真实详细的历史情况记载于史册。

信件一，我发的信：

     国际语言组织的创始人致国际世界语协会的信

尊敬的国际世界语协会主席：
在这封信里，我向国际世界语协会提一个建议。
世界语的创始人,波兰人柴门霍夫的伟大理想，也是全人类的伟大理想，为了实现这个伟大理想，为了推动人类语言的发展，我创立了国际语言组织，成立即将一周年。在这一年里，我向全世界大多数国家寻求国际语言组织的住所，邀请世界各国加入国际语言组织，成为会员国，但是，至今没有获得住所，没有获得会员国，这是国际语言组织遇到的困难，为了解决这个困难，为了人类的美好的发展，为了国际世界语协会的发展壮大，我向国际世界语协会建议：
一，国际世界语协会帮助国际语言组织寻求住所。国际世界语协会与世界各国政府有广泛的联系渠道，能够与各国政府取得联系，能够很容易的寻求到住所。

三，国际世界语协会以国际语言组织的名义与创始国签署法律文件后，国际世界语协会在荷兰注销，国际世界语协会下属的在各国的世界语的组织注销。
四，国际世界语协会成为国际语言组织后，应该邀请各国的世界语组织中的优秀的语言学家，参加国际语言组织的语言研究活动。
尊敬的国际世界语协会主席，国际世界语协会提升为国际语言组织，将对世界语的发展发挥巨大的推动作用，将对人类语言的进步发挥巨 大的推动作用，给世界各地的世界语者带来巨大的前途。
尊敬的国际世界语协会主席，如果您愿意接受我的建议，当国际世界语协会帮助国际语言组织获得住所，国际世界语协会提升为国际语言组织后，我希望，您担任国际语言组织的代理主席，在会员国大会召开时，选举国际语言组织的主席，我希望您能够当选。在国际世界语协会帮助国际语言组织寻求到住所之前，我仍然要开展国际语言组织的活动，争取国际语言组织的住所。

Dear Mr Gai Gailun,

The Vice-President of Universal EsperantoAssociation,
Claude Nourmont, has forwarded your letter --quoted
below -- to the Executive Council of ourAssociation.

I am glad to hear about your importantinitiative.  If
some members of your organization learnEsperanto
and work out the details of the proposedpartnership
with us, we will be happy to work towards common
goals.  The international activities ofUniversal Esperanto
Association do not use English as the mainlanguage of
contact; we prefer Esperanto; and I am surethat, given
the goals you mention, some of you are alreadylearning
Esperanto.

During my two weeks China (December 2008), Iused only
Esperanto.  I was a guest of the Esperantosection
of China Radio International and had dinner alsowith
officials of the Chinese Esperanto League. China is an
important partner in our efforts, and I am surethat
you will find it easy to work with Esperantistsin China 
who will help you and your colleagues to developyour
ideas.
